The City of Naperville, Illinois is seeking a full-time Budget and Administrative Services Manager to work in our Police Department under the direction of the Chief of Police.  This is a civilian (non-sworn) position. The selected individual will directly supervise the work of a Customer Service Assistant and Records Manager, and will oversee the Police Administrative/Support Services units which are comprised of Records, Animal Control, Vehicle Reclamation, and Property.


The Budget and Administrative Services Manager is responsible for the preparation and management of the police operating budget and alternative  funding sources including federal, state, and city seizure funds, Article 36, DUI, and special investigative accounts. In addition, this position is responsible for the preparation and management of the police capital improvement plan (CIP) budget. The position manages all department purchasing and accounts payable functions including contract, check requests, requisitions, purchase orders and use of procurement cards.


As a member of the Chief of Policeís Management Team, this position will also be responsible for monitoring department projects and metrics, preparing departmental agenda items for City Council meetings, answering FOIA requests and other requests for information on behalf of the police department, and will be the departmentís liaison for other agencies and professional groups, such as the Police Chiefís Benchmark Cities Program. The position will be responsible for special projects, as assigned by the Chief of Police.


Keys to success in this position will include strong leadership and communication skills; knowledge of accounting principles and finance related activities; and excellent organizational skills and the ability to manage time, personnel and programs effectively.  Innovative and creative approaches to providing governmental/police services is a must.




  • A minimum of three years experience in accounting or finance (or related capacity) and a Bachelorís degree in Accounting, Finance, Public Administration or related field is required (Masterís degree preferred).

  • A minimum of two years of previous supervisory experience is required.

  • Experience in municipal government or public safety is preferred.

  • The selected candidate must possess a valid Illinois Class D driverís license and will be required to successfully pass a polygraph test as well as a drug screen.
