Emergency Management Coordinator

Part-time - Exempt (approximately 25 hours a week)



Job Description:


The St. Charles Emergency Management Agency is accredited by the Illinois Emergency Management Agency. This position will coordinate personnel, communications, and resources to promote adequate preparedness for natural, environmental, man-made or other emergencies; coordinate planning activities and systems to assure a timely organized and effective response to emergencies and disasters; organize the deployment of staff; and coordinate the Emergency Operations Center during drills and activations. The position provides information and training to employees, elected officials, outside organizations, and other governmental agencies concerning related laws, codes, regulations, ordinances, policies and procedures. Participates in training concerning emergency systems, practices, and response procedures. Attends and participates in various meetings and committees. Will oversee the publication and distribution of preparedness education and information for the general public. Prepares and delivers oral presentations as required.


The position will be responsible for developing, maintaining, and communicating the City’s Emergency Operations Plan. This will include preparing a budget; managing compliance with NIMS training mandates; conducting disaster exercises to measure the city’s effectiveness to provide coordinated emergency services and meet state and federal requirements; and attending regular meetings with local, county and state emergency management officials. May spend extensive time outside exposed to the elements.


Requirements for this position are:

  • Associate's Degree supplemented by courses in Emergency Management.

  • Possession of the Illinois Professional Emergency Manger Certification or the ability to obtain within two years of hire.

  • Completion desired NIMS courses or the ability to complete within two years of hire.

  • Completion of the Homeland Security Exercise and Evaluation Program within one year of hire.

  • Minimum of two (2) years’ experience in Emergency Management.

  • Knowledge of methods, materials, and equipment used in Emergency Management and general knowledge of Fire Department policies, rules, and regulations.

  • Strong computer skills with word processing, spreadsheet and database software.

  • Ability to effectively communicate and express ideas verbally and in writing.

  • Knowledge of street layout and geography of St. Charles and a have valid driver's license.

  • Able to lift up to 50 pounds and successfully complete a comprehensive medical and physical examination.




Starting salary is $37,500 based on this exempt position working approximately 25 hours per week.
