    Benefits:

Characteristics of the Position: 

General Overview:

The Assistant CAD Administrator’s primary responsibility is to assist in managing the operation of the Computer Aided Dispatch (CAD) and E911 systems and related data processing hardware and software supporting the Cook County Sheriff’s Police/Cook County ETSB Emergency Communication Center and its member departments. Provides 24-hour technical support of CAD system and related applications; monitors and coordinates CAD and data processing activities to ensure that the operational integrity, availability, and performance level objectives of these systems are met. Coordinates with staff and consultants to maintain and administer the CAD and E911 systems and related support databases; oversees and monitors the operational performance of CAD and E911 systems and associated communications network and implements procedures to maintain optimum operational efficiency. The Assistant CAD Administrator reviews CAD and data processing feasibility studies and detailed specifications prepared by staff and consultants and prepares recommendations; creates reports using SQL and GQL to query MS SQL Server databases based on the needs of the ETSB and Cook County Sheriff’s Police Department. Assists in the administration of the E911 Phone System and Geographic Location file mapping system; performs related duties, as required.

Key Responsibilities and Duties:

  • Provides first line technical support via remote control software or onsite presence to Cook County Sheriff’s Police Department, contract dispatch agencies and ETSB E911 personnel.
  • Assists in planning CAD System goals and project activities by assessing time and cost requirements of scheduled project’s hardware and software and available staffing resources.
  • Keeps management informed of all CAD/E911 related projects.
  • Meets with users to review current system of operational procedures and user specific information needs; consults with users throughout project development and implementation processes to assure development efforts satisfies user needs.
  • Prepares bid specifications for computer hardware and software and recommends bid selections.
  • Provides technical assistance and problem resolution in operational matters.
  • Communicates technical concepts and procedures to non-technical users.
  • Trains and educates end users and system administrators.
  • Responsible for twenty-four (24) hour, on-call availability to assist with troubleshooting system problems.
  • Reviews and maintains documentation and assures it is complete, acceptable and in accordance with agency policies and standards.
  • Identifies reoccurring and potential operational problems; recommends procedures and controls for prevention and investigates alternative methods to expedite problem resolution.
  • Recognizes and identifies potential areas where existing policies and procedures require change, or where new ones need to be developed, especially regarding future expansion of the system.
  • Maintains all equipment utilizing industry and county standards and procedures.
  • Maintains proper backup procedures of CAD, E911 phone system, mapping databases and related computer systems.
  • Tracks the acquisition of new hardware, software, supplies and maintenance; maintains needed documentation for managing information systems activity.
  • Works directly with the Cook County Network Control Center (NCC) relating to projects and issues on the County WAN.
  • Assists in budget development, preparation and administration relative to the CAD, E911 phone system and mapping applications.
  • Performs related work, as required. 

Knowledge, Skills, and Abilities:

  • Ability to establish and maintain effective working relationships with department personnel, other police and fire departments and Information Technology contractors and vendors.
  • Knowledge in the areas of Windows, local area/wide area networks, Ethernet topology, TCP/IP protocols, SQL Server databases and in PC hardware systems and peripheral equipment.
  • Considerable knowledge of application programming languages and programming policies and procedures.
  • Considerable knowledge of limitations, capabilities and uses of computer and peripheral equipment.
  • Ability to install, configure, upgrade, troubleshoot and repair applicable software, hardware, and peripherals.
  • Knowledge of database design and file structure.
  • Possess skill in restoring files and correcting systems errors.
  • Ability to travel to work assignments by providing own means of transportation.
  • Ability and willingness to participate in development and training programs in order to upgrade skills and knowledge.
  • Ability to work independently or as part of a team.
  • Ability to actively listen to others for an understanding of their needs and situation; must be able to assertively control a conversation in order to quickly and accurately gather pertinent information and be able to communicate this information professionally and precisely to the proper recipient.
  • Ability to read and understand correspondence, memoranda, directives and General Orders; ability to speak and write English clearly.

  • Ability to read and discern visual images and to hear and understand sound sources, from or on a variety of media.
  • Ability to physically walk, bend, move and lift a minimum of twenty-five (25) pounds as required within the Communications Center.
  • Ability to type accurately on a computer keyboard.

Minimum Qualifications:

  • Possession of a High School Diploma or General Education Development (G.E.D.) test certificate.
  • Possession of a valid Driver’s License and proof of vehicle insurance, with the ability to operate a motor vehicle.
  • Five (5) or more years of full time, professional work experience in Information Technology with a mid to large-sized organization, obtained within the last seven (7) years.
  • Two (2) or more years of full time, professional work experience in general computer installation, maintenance, and repair, obtained within the last four (4) years.
  • One (1) or more years of full time, professional work experience in technical support, networking, and systems management, obtained within the last two (2) years.
  • Ability to physically walk, bend, move and lift a minimum of twenty-five (25) pounds as required within the Communications Center.
  • Required to be capable of working any shift assigned, including days, afternoons, or midnights; must be capable of working Holidays and weekends; must be capable of working mandatory overtime as required and available for 24-hour on-call coverage.

Preferred Qualifications:

  • Possession of a Bachelor’s or higher degree, from an accredited college or university, in Computer Science or a closely related discipline.
  • One (1) or more years of full time, professional work experience troubleshooting Panasonic Toughbooks, as it relates to Motorola PremierOne Mobile CAD.
  • One (1) or more years of full time, professional work experience troubleshooting Motorola PremierOne CAD.
  • One (1) or more years of full time, professional work experience in SQL.
  • Two (2) or more years of full time, professional work experience in P1 CAD and/or P1 Mobile and Motorola provisioning.
  • One (1) or more years of full time, professional work experience in Esri ArcGIS, as it relates to CAD mapping.
  • One (1) or more years of full time professional work experience in a CAD or phone related upgrade project.
