When properly trained and assigned, performs functions of the department property custodian.
Receives property submitted into the custody of Property Room Unit as evidence or property.
Reviews property submission documentation for accuracy against submitted evidence.
Documents and maintains accurate chain of custody records for all property or evidence in the custody of the evidence management unit from the initial submission through final disposition of the item.
Maintains and updates evidence management unit logs, forms, databases, and automated computer tracking system.
Maintains documentation of records and logs of property and evidence activities.
Inspects packages and labels property and evidence for compliance with established standards for preservation, labeling and storage of all items in the custody of the Property Room Unit.
Stores property and evidence following established standards to ensure for timely access and location of all items.
Ensures that all packaged property or evidence submitted adheres to established standards.
Maintains the organization and cleanliness of all property facility storage areas to ensure timely access and location of property items.
Handles and deposits currency following established procedures.
Prepares and submits evidence for forensic analysis to a laboratory facility and facilitates the return of analyzed evidence for preservation.
Processes requests for evidence from authorized persons, ensuring compliance with applicable laws and procedures.
Facilitates the delivery of fulfilled evidence requests to appropriate recipients following approved procedures and maintains related chain of custody documentation.
Releases property and or evidence to authorized persons following established procedures and applicable law.
Conducts detailed case research to determine the eligibility of evidence for disposal.
Disposes of property and evidence, following established procedures and applicable law.
Appears in court and provides testimony on issues related to the handling and chain of custody of evidence.
Maintains productive working relationships with all stakeholders in the system.
Follows established security procedures to ensure the integrity of operations.
Assesses property and evidence processes and operations and actively contributes to improved efficiency.
Continuously develops and maintains current knowledge and skills related to property and evidence management and practices.
Maintains and redacts video and digital files by managing system security, maintenance, storage, retrieval, transfers, copying, dissemination, redaction, and destruction according to legal and policy requirements.
Generates system reports and reviews police reports daily to ensure video evidence is appropriately flagged and categorized; categorize video by incident type as needed; communicate with department personnel regarding video flagging.
Ensure compliance with all applicable laws and regulations including Illinois Public Records Act, Freedom of Information Act (FOIA), and Law Enforcement Officer –Body Worn Camera Act.
Complete redactions to satisfy FOIA requests on body-worn camera, in-car videos, and other related videos, digital files or documents.
Work with the State Attorney's Office and other departments and agencies regarding the viewing, reproduction, redaction and release, and final disposition of videos.
Maintain confidentiality of information.
Creates and maintains links to allow users access to the various video systems, works with internal and external customers to view and extract data, and distributes electronic files to appropriate users/officials.
EDUCATION &/OR EXPERIENCE:
High school diploma or GED.
The preferred candidate will have practical experience in the proper handling of evidence, technology, and prior law enforcement experience.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess the following certifications and/or licenses:
Illinois Driver's License
Must have a current FOID card or able to obtain one in the first year
Ability to obtain a L.E.A.D.S. certification within six months of appointment
