Position Details

The Village of Plainfield, Illinois (population 44,762), a high-growth community with a historic downtown, is seeking a progressive Chief of Police who will oversee all activities and personnel of the Plainfield Police Department.

The Plainfield Police Department, under the leadership and direction of the Chief of Police, is comprised of three divisions: Administration, Patrol, and Support Services, each of which is overseen by a sworn Commander. Within all divisions there is a total of 88 employees: 60 full time sworn officers, 15 full time civilian employees, and 13 part time employees. The Department stands by a community policing philosophy, involving citizen interactions and response, directed enforcement, and problem-solving. The implementation of Lexipol in 2020, has resulted in Department-wide policy updates. The Department was reaccredited in 2020 by the Commission on Accreditation for Law Enforcement Agencies (CALEA) and continues to maintain high professional and law enforcement standards.

The Office of the Chief handles several overall functions for the department. The Chief of Police leads the chain of command for the entire department; ultimately ensuring tasks are executed by policy, within budget constraints, and to the satisfaction of the Village Board of Trustees. The Chief of Police also serves as the Director of the Plainfield Emergency Management Agency. The work of the Chief requires considerable discretion within the framework of established Federal, State, and local laws, ordinances, and policies. This position reports directly to the Village President and works with the management team to implement Village ordinances, policies, and services at the direction of the Village Board. The Chief consults with the Village Administrator with respect to general policies, programs, plans and objectives for the Department. The Chief is expected to demonstrate initiative and good judgement, and generally functions independently of direct supervision with respect to operational procedures and management practices. Work also includes ensuring the proper training, assignment, and discipline of all department employees.

The next Chief of Police will have the following experience:

• Minimum of ten (10) years of progressive experience as a certified police officer at the municipal, state or federal level with a minimum of five (5) years of experience at the rank of lieutenant/commander or above.
• A bachelor's degree from an accredited four-year college or university in criminology, criminal justice, law enforcement, public administration, political science, sociology, psychology, or closely related field; Master's Degree preferred.
• Completion of police leadership training, such as the FBI National Academy, Northwestern University School of Police Staff and Command, the International Association of Chiefs of Police Leadership in Police Organizations program, or similar program.
• An equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities to perform the job.
• Be an exceptional communicator, able to thoughtfully represent the interests of the Department and the Village, with a high level of community engagement.
• Have extensive experience with budget development with a municipal police department.
• Have a history of success in working in a collective bargaining environment.
• Be proactive in addressing criminal activity while maintaining and enhancing community engagement.

Candidates must possess well developed communication and public presentation skills, utmost integrity, and be committed to the long-range success of the Plainfield Police Department. Living in the community is highly desirable but not required. If the Chief does not live in the community, there will be a response time requirement for the Chief to respond to emergencies.
