PARKING ENFORCEMENT SUPERVISOR

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

DEFINITION:

To supervise, plan and coordinate the activities and operations of all shifts of the Parking Enforcement Division; coordinate parking enforcement activities with other divisions of Parking Division under the direction of the Police Department.

SUPERVISION RECEIVED AND EXERCISED:

Receives general direction from the Deputy Chief, Field Service Bureau. Exercises direct supervision over Parking Enforcement Officers.

EXAMPLES OF DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following:

Essential duties and responsibilities:

  1. Coordinate the organization, staffing and operational activities of the Parking Enforcement Division and including enforcing parking regulations.
  2. Recommend and assist in the implementation of goals and objectives; establish schedules for all shifts and methods for providing parking regulation; implement policies and procedures in conjunction with the Deputy Chief, Field Services Bureau.
  3. Train, motivate and evaluate parking enforcement personnel; provide and coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  4. Direct, coordinate and review the work plan for enforcement of parking regulations; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures.
  5. Participate in the preparation and administration of the Parking Enforcement budget.
  6. Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.

Other important responsibilities and duties:

  1. Prepare and maintain reports, records and related event histories; develop and monitor information databases.
  2. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of parking enforcement.
  3. Testify in court as needed; prepare documentation of court appearances. 
  4. Assist in identifying and removing abandoned vehicles.
  5. Assist occasionally in Traffic Control.
  6. Assist in conducting in-house training and on the field training for new Parking Enforcement Officers.
  7. Monitor uniform allowance balance for each Parking Enforcement Officer.
  8. On call and available for addressing questions and/or problems that may arise during the course of all shifts.
  9. Perform related duties and responsibilities as required.

QUALIFICATIONS:

Knowledge of:

  • Principles of supervision, training and performance evaluation.
  • Village parking and related ordinances.
  • Illinois Motor Vehicle Code as it relates to non-moving traffic violations is desirable. Pertinent local laws, codes and regulations.

Ability to:

  • Supervise, organize and review the work of Parking Enforcement Officers and other staff.
  • Supervise, train and evaluate staff and other supervisors.
  • Interpret and explain Village parking policies and procedures.
  • Analyze and evaluate new program techniques, methods and procedures.
  • Prepare clear and concise reports; communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the 
  • Maintain reasonable and predictable attendance
  • Attend meetings and functions before and after regularly scheduled work hours
  • Maintain effective audio-visual discrimination and perception needed for:
    • Making observations
    • Communicating withothers
    • Reading andwriting
    • Operating assigned equipment vehicles. 
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
    • Walking,standing or sitting for extended periods of time 
    • Operating assigned equipment and vehicles.
  • Maintain mental capacity which allows for effective interaction and communication with others.

Experience and Training Guidelines:

  • Experience:
    • Two years of increasingly responsible public parking enforcement experience including one year of administrative and supervisory responsibility.
  • Training:
    • An Associate’s degree with coursework in business management, public administration or a related field is desired.

WORKING CONDITIONS:

Work in an office environment; sustained posture in a seated position; travel from site to site in residential or commercial environment; work in inclement weather conditions.
