Summary of Position and Duties:

The Human Resources Division of the Village of Addison, Illinois is accepting applications for the purpose of filling future vacancies in the position of 9-1-1 Dispatcher.

The Village of Addison will also be using this recruitment to create a hiring list that may be used to fill future vacancies in the position of 9-1-1 Dispatcher. The hiring list will be valid for one (1) year from the date of the test. In order to be placed on this hiring list, all applicants must take and pass the test that is administered for this position.

The Dispatcher is an at-will, FLSA non-exempt position.

Dispatchers are assigned to answer all 9-1-1 emergency and non-emergency calls for police, fire and emergency medical services.  

The Center is a consolidated dispatch center serving multiple agencies. Future expansion in the number of jurisdictions this dispatch center will handle is possible.

Dispatchers may be assigned to any one (1) of the three (3) following shifts which commence at:

  1. 6:30 AM
  2. 2:30 PM
  3. 10:30 PM 

Duties of the Dispatcher include, but are not limited to:

  • Answer 9-1-1 emergency and non-emergency lines and determine the appropriate response for those calls. 
  • Calls are processed according to ACDC procedures. Emergency Medical Dispatch Protocols are provided for medical calls.
  • Checking the accuracy of ANI/ALI information and cell phone coordinates from 9-1-1 calls and forwarding any corrections to ETSB.
  • Gathering information on calls for service and entering that information into the CAD system (computer-aided-dispatch); determine the appropriate action of each call for service, such as the priority of the call and amount of units sent on a particular call using standard operating procedures and officer safety considerations.
  • Providing EMD (Emergency-Medical-Dispatch) protocols when necessary.
  • Checking the status of first responders when on a call, traffic stop, administrative duties, or out-of-service and updating that information into the CAD system.
  • Dispatchers will assign the proper apparatus or units to calls and backup units as needed. They will enter such information into the CAD system, relay information, and handle inquiries via voice or Mobile Data Computers.
  • Fire Dispatchers will be responsible perform MABAS Division 10 procedures.
  • Monitoring multiple talk groups and frequencies within the EDIRS Radio System.
  • Must be familiar with map, jurisdiction, boundaries and landmarks within DuPage County and collar jurisdictions; handle notifications and requests to and from other law enforcement agencies, fire departments and protection districts, hospitals, coroners, public works, social services and utility companies.
  • Monitor alarms.
  • Must become Full Access LEADS certified within a period of time after hire as determined by the Village of Addison.
  • Dispatchers must be proficient in reading and comparing hits on wanted persons, gang members, sex offenders, parolees, stolen vehicles, missing persons and understanding information from SOS. Dispatchers will then properly alert and disseminate the information to patrol officers.
  • Handle inquires in LEADS, CJIS, RMS, and for patrol and detectives; sending messages via LEADS to other agencies, such as hit confirmation requests/responses and administrative messages in and out of state.
  • Reviewing all incoming LEADS messages and routing them to the proper personnel; entering, validating and canceling records.
  • Utilize a variety of software including: CAD, Phone System, MDC, GIS, Gang Database, Warrants, ACDC Portal, and remote camera systems.
  • Maintaining all active warrant files including LEADS files; monitoring video cameras.
  • Handling requests and requesting mutual-aid through the ILEAS System; testing and in the event of an actual emergency, setting off the outdoor warning system; handle requests for K-9 units or other specialty units.
  • Accessing confidential lists of businesses, schools, churches, and property owners. Dispatchers are also responsible for notifying such persons in the event of an emergency; contacting towing agency.
  • Handling requests for overnight parking and maintaining the overnight parking databases; handling requests or inquiries on lost or found animals and maintaining the animal files.
  • Performs presentations for the Citizen Police Academy and other such events.
  • Performs duties in strict accordance with the Department/division SOP/safety manual and expected to report any hazards and observed infractions immediately to the supervisor; may serve on departmental safety committee.
  • Must wear all required safety equipment (i.e., gloves, ear plugs, etc.) for the duty at hand according to department, equipment and regulatory specifications; report near miss accidents; comply with proper P.P.E. usage and follow required JSA's; attend all required Village and department training; perform vehicle and work area evaluations according to department specifications and as required on a daily basis; initiate training topics or issues as needed.

The provisions of this policy are not limited to personal or familial relationships amongst supervisors, managers, and subordinates. The policy also includes personal and/or familial relationships between individuals working as peers in any department when such relationship actually disrupts the operation of the department or the Village. 

All applicants must meet the following minimum requirements to be an eligible candidate for this position:

  • Must also be capable of obtaining CPR, EMD and matron certifications within a time-frame established by the Village of Addison and maintain those certifications on an annual basis
  • Ability to obtain certification as a Full Access LEADS operator by the Illinois State Police within a time-frame established by the Village of Addison
  • Possess a high school diploma or G.E.D. equivalent
  • Ability to pass a written examination, a full police background investigation, psychological and physical examination, drug, hearing, and vision screenings and a personal interview
  • Conduct a ride-along with members of the Addison Police Department
  • Be able to sit at the Addison Consolidated Dispatch Center Radio Room and observe the operations of the Center, as required by the Village
  • Ability to work nights, weekends, and holidays, along with any expected/unexpected overtime that may be mandatory
  • Schedule flexibility and multi-tasking skills in a stressful environment are paramount

Beneficial qualifications include:

  • Experience in successfully dealing with the public, in person and over the phone, on a very frequent basis, including the ability to handle irate, difficult, upset and demanding customers with professionalism and courtesy
  • Possession of at least two (2) years of experience in Emergency Service or other related fields as a Dispatcher
  • Possess a Class D Illinois Driver's License, free of incidence which may result in license suspension or revocation of certification
  • Full-access LEADS (Law Enforcement Agency Data System) certification
  • CPR/AED certification
  • Computer/data-entry experience
  • Experience with computer-based, multi-line telephone equipment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel objects such as computer equipment, a radio, tools, or controls; and talk or hear on the phone, radio or in person.
  • The employee sits for extended periods of time without getting up.
  • The employee is required to reach with hands and arms.
  • The employee must occasionally lift, push, pull and/or move up to 20 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The employee must be available and present for work as scheduled; be available for call-out 24 hours a day, 7 days a week; and perform all functions of the job safely and efficiently at all times in compliance with all safety regulations and policies for the safety and welfare of the employee, co-workers, and the public.
  • Must be able to attend and participate in job-related meetings, seminars, and continuous education courses. 

Work Environment Factors:

  • Ability to work under generally safe and comfortable conditions where exposure to environmental factors may cause discomfort and poses a limited risk of injury. However, environment is occasionally stressful depending on the volume and type of calls into the Center. The noise level in the work environment is usually low to occasionally, moderately loud.
  • Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.
  • Ability to provide necessary 24/7 public safety, this position involves shift work; rotations, and un-expected overtime.
  • Dispatchers may be required to report for duty when unexpected emergencies occur or to fill in shift shortages. 

Required Test and Screenings:

The candidate selection process consists of:

  • Review of the candidate's past work experience and skills
  • Written examination
  • Full police background investigation
  • Psychological and physical examination
  • Drug, hearing, and vision screenings
  • Personal interview 

Successful candidates must pass all required screenings and tests administered in order to be a candidate for this position. However, passing all required screenings/tests and completing a personal interview does not guarantee hire by the Village, as the ultimate decision to hire anyone is at the sole discretion of the Village of Addison.
