Position Details

The Village of Oak Park, Illinois (Pop. 54,583) is police professionals with experience as deputy police chief or position with similar duties and responsibilities as candidates for the position of Deputy Chief of the Oak Park Police Department.

The Village of Oak Park is located nine miles west of downtown Chicago and bordered by Chicago to the east and north. Oak Park is a community of choice; diverse, socially progressive, and nationally recognized for architecturally significant historic neighborhoods and thriving business areas.

The Police Department has a complement of 147 employees that includes 117 sworn officers with an operating budget of approximately $27 Million.

Candidates meeting the position criteria, with a progressive history of exceptional law enforcement, capable of working with the recently appointed Police Chief to achieve new levels of success are encouraged to apply.

There are two (2) Deputy Chief Positions (Field Services and Support Services) expected to be filled through this recruitment. The positions are being filled following the recent retirement and promotion of the incumbent Deputy Police Chiefs.

The Deputy Chiefs are responsible for management and administrative work and assist in the planning and coordination of Police Department operations including field operations, criminal investigations, management services and records management; they coordinate assigned activities with other Village departments and outside agencies and provide highly responsible and complex administrative support to the Police Chief.

Candidates must be adept at and show a history of engagement with an active and involved community, demonstrate a sincere commitment to 21st Century Policing, a vision of equity and inclusion within the Police Department and beyond, and the ability to cultivate a positive work climate that is reflective of the Village's Core Values. The successful Candidates will also have strong technical, strategic planning and organizational management skills that are consistently informed by the use of data.

The Village Board engaged the services of consultant BerryDunn to conduct a community safety assessment to examine several aspects of local policing including overall operations, internal and external race equity issues, the Department's response-to-calls-for-service model and how other communities address policing equity issues. The Deputy Chiefs of Police will be instrumental in the implementation of the results of this study. Candidate for the position of Deputy Chief of Police:

  • Must be a proven leader, who recognizes the significance of working collaboratively, both within the Department and in the community.
  • Be an exceptional communicator, able to thoughtfully represent the interests of the Department and the Village, with a high level of community engagement.
  • Equivalent of a Bachelor's degree from an accredited college or university with major coursework in political science, criminal justice, public or business administration, organizational behavior or development or a related field is required; a graduate degree is preferred.
  • Advanced command level training from the FBI National Academy, Northwestern University Center for Public Safety (NUCPS), Southern Police Institute (SPI), Senior Management Institute for Police (SMIP), or equivalent.
  • Seven (7) to ten (10) years of broad and extensive law enforcement experience including five (5) years of administrative and supervisory experience.
  • Demonstrated experience in advancing an operational environment and culture of data-informed and community-focused policing strategies that are responsive to the evolving needs of the Village.
  • Knowledge of operations, services and activities of a comprehensive municipal law enforcement program, the management skills to analyze programs, policies and operational needs; be adept in the principles and practices of program development and administration, project management, strategic planning; have a practical understanding of law enforcement theory and able to apply these principles and practices to a variety of services and programs.
  • Proven record of accomplishment in a diverse community; understands, communicates, and effectively interacts with people across cultures.
  • Must possess or obtain an Illinois Driver's License.
  • Must be a Certified Police Officer in the State of Illinois, or able to attain certification within one year of employment.
  • Must possess well developed communication and public presentation skills, as well as utmost integrity, and be committed to the long-range success of the Oak Park Police Department. 

Deputy Police Chiefs are appointed by the Village Manager and report to the Police Chief.
