JOB SUMMARY:
The Village of Willowbrook Police Department is seeking a Full-time Community Service Officer.
This position will perform a variety of public service, customer service, and law enforcement related duties and responsibilities that do not require the services of a sworn police officer; and perform a variety of administrative duties in the Police Department. The Community Service Officer will work under the supervision of the Deputy Chief of Administration, but depending on the task, other department members may supervise.
The position is classified as a full-time, non-union position and is subject to all policies, procedures, and benefits as outlined in the Village of Willowbrook Employee Handbook. Work shifts are normally 8 hours in duration but may be extended in the event of an emergency, disaster, manpower shortage, workload, or work-in-progress.
ESSENTIAL FUNCTIONS INCLUDE, BUT ARE NOT LIMITED TO:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Assist motorists with gaining entry into vehicles using a lock–out tool, investigate disabled vehicles, and abandoned vehicles on public roadways and private property.
- Completion of property damage traffic crashes on private property.
- Issue citations for parking violations and village ordinance violations. Appear in traffic court to provide testimony for trial in the aforementioned violations.
- Provide traffic control for special events, traffic crashes, or other emergency events.
- Complete miscellaneous assignments as requested by the Chief, Deputy Chiefs, or Sergeants. These assignments can include but are not limited to; transporting vehicles for servicing, deliveries to village officials, picking up equipment/ uniforms, and traffic-related assignments.
- Comply with all department General Orders that are applicable, Rules and Regulations that are applicable and village policies.
- Fill in for civilian positions when needed.
- Actively participate in animal rescue and the transport of animals to DuPage County Animal Control, the Willowbrook Wildlife Shelter, and animal hospitals.
- Fingerprinting of subjects for business and governmental agencies.
- The ability to work outside in all types of weather conditions.
- Exposure to irate subjects when controlling traffic, issuing parking citations, and village ordinance citations.
- Furnish information and assistance to anyone requesting or needing it.
- Promptly report all dangerous street conditions and any damaged or defective village property.
- Carry the required equipment, forms, etc. to be fully prepared while on duty.
- Responsible for all departmental property during the time it is used and will report any damages prior to acceptance or use.
- Prompt reporting of any emergency, unusual incident, crime, or serious accident as rapidly as the situation permits.
- Attends roll call briefings prior to shift and debriefing at the end of shift.
- Attends training as assigned.
- Develops and maintains required skills and licenses, permits, and certifications associated with areas of special instruction or expertise.
- Prepare clear, accurate, and complete reports, logs, and documents on any and all activities engaged.
REQUIRED:
This position requires the ability to operate the following equipment to meet essential job functions:
- Motor vehicles: reasonably and safely under routine and emergency conditions, sometimes for lengthy periods of time.
- Basic office equipment: including but not limited to telephones, computer terminals, etc.
- Writing implements and basic drawing templates: including the ability to write legible documents and produce simple diagrams.
- Basic tools and equipment necessary to perform job tasks and functions: including but not limited to 2-way radios, first aid equipment, fire extinguisher, handcuffs, flashlights, batons, and other simple tools (pry bars, hydrant wrenches, tape measures, etc.), fingerprinting equipment, etc.
- Demonstrate proficiency with less lethal force options.
MINIMUM QUALIFICATIONS:
- Completion of a standard high school course or equivalent such as a GED.
- Physical exam and drug test prescribed by the village.
- A valid Illinois Driver’s License.
- Completion of field training program and other training as assigned.
DESIRABLE KNOWLEDGE, ABILITIES and SKILLS:
The position requires the employee to have and maintain the following knowledge, abilities, and skills:
- Knowledge and familiarization with routine radio communications and the use of a dispatch agency.
- Knowledge of the geography of the area and the locations of streets and important buildings requiring routine and related services available in the vicinity.
- Ability to speak clearly in a well-modulated voice and to use good diction.
- Ability to clearly hear radio and telephone communications and understand the content of the message or inquiry.
- Ability to understand and carry out oral and written instructions and to deal tactfully and courteously with the public and other employees.
- Ability to keep records and prepare reports.
SELECTION:
