Position Details
The Lake Villa Police Department is seeking a qualified candidate for the position of Part-Time Community Service Officer (CSO).
This will be a non-sworn, uniformed, civilian position within the ranks of the police department. Work hours for the position will generally be M-F on an alternating schedule.
A community service officer (CSO) is an unarmed civilian employee under the direct supervision of Police department command staff. Some of the CSO responsibilities include the performance of departmental activities that do not require the service of sworn police officers.
A CSO is responsible for the performance of activities related to areas of ordinance enforcement, impounding stray animals, follow-up of animal bite cases, parking enforcement, written incident reports, office and clerical duties, and traffic direction. A CSO must comply with the orders, policies, procedures, rules, and regulations of the department. It is also expected that a CSO will perform in a courteous and professional manner in all dealings with the public and department personnel.
Candidates must possess excellent customer service skills and must be able to communicate effectively via telephone and in person, in a patient and courteous manner in a sometimes-high stress environment. Must be able to comprehend, interpret, explain, and make decisions in accordance to established department procedures and policies. Must be able to work outdoors in varying weather conditions and must be able to lift 30 pounds or more. Preferred candidates will possess some law enforcement background.
ESSENTIAL JOB FUNCTIONS and DUTIES:
- Report for duty at the assigned time and perform the duties of a CSO at the direction of the Shift Sergeant.
- Aid public and handle non-criminal complaints.
- Drive a marked law enforcement vehicle.
- Develop a working knowledge of the Village and its geography.
- Promptly prepare and submit required reports as the result of any assignments.
- Use proper radio procedures and maintain proper radio discipline.
- Perform office or clerical duties as directed.
- Help with vehicle maintenance duties.
- Be available to respond to calls for service, at the direction of a dispatcher.
- Perform any activity at the direction of the research and development supervisor including, but not limited to the following:
- Direct traffic for traffic emergencies, special functions, or fixed post duty.
- Perform court and messenger services.
- Assist in the impounding and storage of vehicles.
- Report any unusual cases of litter and debris.
- Report defective village equipment and dangerous conditions such as street lighting, traffic signals, streets, and sidewalks.
- Report situations involving illegal posting of signs.
- Obey all lawful orders of superiors regardless of the division to which he or she is assigned to the best of your ability.
- Possess a working knowledge of federal, state, and local laws, statutes and ordinances pertaining to CSO responsibilities.
- Maintain a close working relationship with other divisions of the Village of Lake Villa and other area agencies.
- Attend training courses to increase skills and knowledge.
- Appear in court when required.
- Respond to recall of duty when notified.
- Handle school crossings when assigned by a supervisor.
- Assist with funeral escorts.
- Take station reports when assigned by a supervisor.
- Issue parking tickets for observed violations.
- Take private property accident reports that do not involve any criminal aspect.
- Responsible for evidence and transportation to the Crime Lab.
- Perform other duties as assigned.
- Regular and reliable attendance is required.
- Other duties include, but are not limited to, office support duties, document destruction, front desk reception, assisting police and the public in person and on the telephone. May also perform searches of prisoners as required and physical well-being checks of prisoners in holding areas.
GENERAL QUALIFICATIONS:
- High school diploma or equivalent.
- Must be able to work various hours during the week, may work some weekend shifts.
- Excellent oral and written communication skills.
- Clerical/customer service experience.
- Strong ability to multi-task and high attention to detail.
- Self-starter and ability to work independently.
- Microsoft Office and general computer use experience.
- Ability to learn industry specific software.
- Team player and ability to interact well with others.
- Excellent time management skills.
- Valid driver's license and clean driving record.
- Candidates must pass a background investigation, oral interview, medical exam and drug screen.
SHIFT:
Preferred work hours for the position will be a day shift assignment between the hours of 9am -3pm, three or four days a week. 24 -30 hours per week will usually be scheduled. The CSO position is a part time opportunity and total hours are limited to 1,000 hours per year. Employees may be required to work additional hours depending on manpower needs and emergencies. At times, shift availability and hours may be altered to adjust the needs of the department.
