Summary/Objective:

The Carroll County Director of 9-1-1 will perform a variety of technical, administrative and supervisory work in planning, organizing, directing and implementing policies and procedures for the operation of the Public Safety Answering Point (PSAP) in compliance with applicable regulatory agencies for enhanced and Next Generation (NG) 9-1-1 dispatch and telecommunications. The Director shall oversee the day-to-day operations of the Carroll County PSAP, which provides its citizens 24 x 7 x 365 call-taking and dispatch services for the Carroll County Sheriff, along with seven (7) local law enforcement agencies, seven (7) fire/EMS district agencies, and one (1) private residential development security agency.

For Director of 9-1-1:

  • Coordinates with the ETSB to establish the PSAP's mission, goals, objectives, and long- range plans.
  • Ensures ongoing monitoring of the PSAP technologies, physical facilities, PSAP maintenance and security, written directives, rules and regulations.
  • Ensures compliance with State and Federal regulations regarding 9-1-1 systems.
  • Represents the ETSB in media relations and public information requests, including FOIA compliance.
  • Oversees the budget, other fiscal operations, daily administration, record-keeping, and adherence to fiscal policies established by the ETSB.
  • Develops emergency and contingency plan/responses for the PSAP.
  • Supervises and coordinates scheduling of PSAP personnel, including Carroll County Sheriff's Department communications staff of eight (8) full-time dispatchers.
  • Manages and coordinates training and implementation of all operational-related systems, programs and computer applications.
  • Ensures all communication personnel are properly and adequately trained for the individual job functions and in compliance with State of Illinois training mandates.
  • Monitors performance and quality assurance (QA) standards for dispatch personnel while actively evaluating all means and opportunities toward the enhancement of the operational effectiveness of emergency communications at the PSAP.
  • Supervises all call-taking, dispatching, records retention, ensures required LEADS compliance, and staffing of the PSAP.
  • Creates, maintains, and modifies PSAP personnel policies, general orders, and procedures and notifies the respective agencies of changes.
  • Serves as liaison between ETSB and Carroll County Law Enforcement, fire departments and EMS agencies to field and investigate concerns or complaints regarding dispatch issues.
  • Attends meetings of the Carroll County ETSB, Carroll County Board, and/or other applicable meetings as recommended or required by the ETSB or Sheriff.
  • Maintains Master Street Address Guide (MSAG) integrity of the 9-1-1 database through the 9-1-1 Service Provider.
  • Manages support for the CAD system and associated servers and workstations.
  • Develops ETSB meeting agendas and materials.
  • Coordinates with Carroll County Zoning to resolve address discrepancies, provide road ranges, road coordinates, and subdivision management.
  • Compiles and analyzes monthly statistical call volume reports.
  • Addresses concerns or complaints from citizens and emergency service responders regarding dispatch issues in a prompt manner.
  • Manages the specification, bidding and ordering process for any new equipment or purchases.
  • Coordinates any and all testing of systems equipment and functionality.
  • Ensures immediate response to requests of any and all voice recordings for 9-1-1 calls, non-emergency calls, and radio traffic from citizens and public safety agencies.
  • Maintains current knowledge of potential new technologies and/or services and bring same before the ETSB. 

Sheriff's Office Duties:

  • Perform Code Enforcement; Collection of documentation of violations, taking photographs, issuing notices to violators via regular or certified mail, work with owners to bring property back into compliance, and refer to and work with the State's Attorney's office for violation resolution when necessary.
  • Evidence Manager. Manage and control Sheriff's Office evidence room.
  • Receive all incoming evidence.
  • Maintain a secure evidence room.
  • Identify, store, track all evidence.
  • Maintain proper computerized chain of custody for all evidence.
  • Transport evidence to necessary Crime Laboratory or other location as needed.
  • Make evidence available for court proceedings.
  • Work with State's Attorney's Office to dispose of evidence when necessary.
  • Civil Process. Execute service of civil process throughout Carroll County including subpoenas, summons, notices, orders and any other required documents.
  • Complete return of service for all served civil process.

Work Environment:

The job operates in a typical office setting, within the same building (Carroll County Courthouse) as the PSAP. This role routinely uses office equipment such as computers, phones, photocopiers, filing cabinets and fax machines along with specialized 9-1-1 communications monitoring equipment. Travel to the field for issues with code enforcement, performing evidence transportation, and conducting service of civil process.

Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This would require the ability to lift files, open filing cabinets, stand for long periods of time, and bend or stand on a stool as necessary. Field work can include the possibility of physical confrontation, de-escalation of irate or uncooperative people, and the requirement to deal with situations without immediate assistance.

Required Education and Experience:

  • High school diploma or equivalent plus at a minimum five (5) years previous experience in Emergency Services Communications or related field.
  • Minimum requirement for Sheriff's Office of Part-Time Law Enforcement credentials and current training status per State of Illinois mandates. 

Preferred Education and Experience:

  • Associates Degree or higher
  • Plus ten (10) or more years of working knowledge of PSAP design and operations
  • Experience with procuring and implementation of enhanced and Next Generation 9-1-1 equipment and services
  • Current knowledge of Illinois laws and regulations as they apply to a 9-1-1 Center
  • Operational familiarity with call handling, dispatch and support operations in a 9-1-1 environment
  • Practical knowledge of local and wide-area networking and telephony systems relevant to routing and delivery of emergency 9-1-1 calls and their subsequent handling.
  • Have working knowledge of laws and ordinances as they relate to Code Enforcement, Evidence Management and handling, including laws and procedures governing Civil Process. 

Additional Eligibility Qualifications:

  • Must possess valid Illinois driver's license.
  • Must live within Carroll County.
  • Must be willing to accommodate scheduling demands of a 24 X 7 environment.
