Position Details

The Village of Tinley Park (population approximately 56,000) seeks dedicated and responsible applicants to support the Emergency Management Agency which provides both emergency and nonemergency support to other Village public safety agencies, as well as mutual aid support to other communities.

We are seeking to fill 2 supervisory part-time EMA-Officer positions to oversee internal functions of Emergency Management Agency.

The position of Part-Time EMA Officer is responsible for overseeing a specified area of operations.

We currently have an opening in Maintenance/Garage Operations and an opening in Compliance Review/Reporting.

This position will oversee the daily operations of the assigned area assuring operational and staffing needs to support the community are met. EMA Officers are expected to promote a positive and supportive environment. The Officers hold a lead role and are held to a higher standard within the organization. Officers are responsible for assisting in the development of members as well as enforcing rules.

The position of EMA Officer-Maintenance: 

• Will be responsible for inventory of equipment and vehicles in the EMA garage, reporting to the Public Works garage with maintenance needs of EMA vehicles, keeping records and logs of maintenance of EMA vehicles, and assisting with purchasing items for garage and vehicles.
• This position is expected to spend approximately 10-15 hours a week completing maintenance duties and expected to assist with traffic control for concerts and events throughout the year.
• This position oversees a group of 6-10 assigned staff and performs field work along-side EMA Members assisting, observing and reporting emergency and non-emergency conditions within the Village.
• This is a non-sworn with no law enforcement authority.
• EMA Members/Officers will assist in duties such as directing pedestrian and vehicular traffic, monitoring crowd control during special events (parades, festivals, street fairs, and other special events), first aid, shelter operations, emergency planning, donation management and other duties as required during a disaster or major incident.
• EMA Members/Officers will also work with Fire and Public Works, and other communities on an as needed basis when an emergency arises.
• Additional responsibilities include acting as a liaison between the community and the Police Department during their respective assignment, reporting conditions of streets, signs, curbs, sidewalks, obstructions of signs, signals, or vision, and observing and reporting conditions conducive to crime or criminal activity, fires, and request for medical services to the respective department of expertise.
• This role will also serve as a primary contact and support to Police, Fire, Public Works, other departments, and agencies as needed or directed. 

The position of EMA Officer-Compliance:

• Will be responsible for assisting in updating the Emergency Operations Plan (EOP), updating mandated reports needed for accreditation, applying for Emergency Management grants, update the EMA manual as needed, and assisting with tabletop and exercises for employees.
• This position is required to successfully complete additional training courses including: Principles of Emergency Management, Emergency Operations functions, and Emergency Operations Plan Development and Review. These additional training courses must be completed within 120 days of hire, pending class availability.
• This is an administrative only position and generally does not perform field work.

Minimum Qualifications:

• High school diploma or GED is required.
• Must be 18 years of age.
• Must have a valid driver's license and a good driving record.
• A minimum of (2) two years of directly related experience is required. Prior emergency management related experience is highly preferred.
• Must be able to lift up to 50 lbs and have a valid driver's license.
• Must meet all EMA training requirements and demonstrate competency within 90 days of hire.
• Must have excellent communication skills and the ability to deal tactfully and courteously with the general public.

The ideal candidate:

• Will be familiar with emergency management services, have an interest in serving the community, and be dedicated to working special events and responding to emergency situations whenever they may occur.
• Must be able to safely operate Village vehicles in all weather conditions, work under stressful situations involving public contact, and work effectively independently with little supervision or as a team member and within the guidelines of standard operating procedures, department rules and regulations, and within the scope of authority for the position.
• Will be vigilant in the detection of dangerous or hazardous conditions or situations and effectively convey and interpret information over the public safety radio network.
