Law Enforcement Data Analyst (Police Department)

JOB SUMMARY:

This position is assigned administrative and management work designed to supply professional support to both the chief of police and the command staff with information, analysis, and data for decision-making. These assigned responsibilities will aid in the development and ongoing administration of a variety of village programs and services, and in the management of related administrative functions as well as assist in the planning and/or execution of administrative operations thus freeing top management for more in-depth and specialized work.

Work assignments require analytical skills performed under minimal supervision. Assigned projects may deal with unique situations that arise in the village, sensitive or confidential issues, potential changes in department policies, or large-scale projects that require interdepartmental as well as external cooperation and coordination. The position is required to collect, collate, analyze, and disseminate data and reports efficiently and effectively using computer databases so that they may be used by department members to further their efforts in providing police services and properly deploying resources. The extraction of data requires a high level of computer knowledge given the complexities of the software systems used by the department.

JOB DUTIES:

  1. Provides crime information, trends, and statistics to members of the department, the community, and outside agencies by collecting and analyzing statistical information, employing surveys, quantitative analysis, and qualitative assessments.
  2. Utilizes a wide range of internal and external databases to search and retrieve information, statistics, and crime data; compiles information and produces reports including stolen property, traffic, criminal activity reports, and management-related reports. Conducts long and short-range research studies to aid management decision-making. Reviews, analyzes, and disseminates crime reports, alarm calls, and patrol information; reports pertinent crime trends to police personnel.
  3. Produces graphic reports displaying crime data and information based on location; organizes and displays information in the form of diagrams, graphs, and charts.
  4. Identifies existing or evolving crime patterns and crime series. Provides briefings on crime patterns or trends as determined by the crime analysis functions.
  5. Provides statistical and historical data including monthly and yearly reports, statistical and open-source data related to internal investigations, use of force, stop data, and other analysis on an as-needed basis.
  6. Utilizes databases, open-source data, and social media information to effectively assist in proactive and reactive investigative efforts. Ensures the dissemination and storage of crime-related data and analysis are done following department/village policy, state law, and federal regulations.
  7. Forecasts future crime occurrences and develops profile analysis of crime offenders. Develops link analysis of people involved in law enforcement investigations. Assists with major cases to provide relevant analysis of suspect information, victimology, production of timelines, creation, and maintenance of leads calendars, analysis of video surveillance, and analysis of phone and internet data relevant to criminal investigations, including but not limited to cellular phone call history, cell tower analysis, geolocation data, relevant internet/social media postings, or other pertinent information.
  8. Establishes good working relationships with other crime analysts and police personnel on multi-jurisdictional investigations to assist in intelligence gathering and information sharing. Attends shift briefings, special division briefings, and community meetings to present data and analysis reports.
  9. Works with geographical information systems (GIS) and other mapping systems to create map overlays, data points, and heat signatures for crime-related data, sex offender tracking, and management-related data.
  10. Performs other duties as assigned.

QUALIFICATIONS:

  1. Bachelor's degree in graphic statistics, computer science, business management, criminal justice, public administration, or a related field.
  2. A minimum of two years of responsible analytical or technical experience related to law enforcement.
  3. Extensive knowledge of spreadsheets including the integration of data sources from SQL and other databases. A general understanding and the ability to access data from an SQL database. Ability to use mapping software such as ESRI or Google Maps to plot data. Ability to obtain access and maintain authorization to work on CJIS-compliant data systems necessary to perform duties.
  4. Possession of a valid driver's license.
  5. Proficiency with current computer technology, job-specific software, and customer service systems.
