Position Details

Description:

Under the supervision of the Fire Chief, this position performs skilled inspection work securing and maintaining compliance with all applicable fire codes governing the construction, alteration, and repair of building. The incumbent is also responsible for all phases of fire prevention activity, including residential, commercial, and industrial properties, reviews construction documents for code compliance, evaluates complaints and hazardous conditions, pre-planning, and Haz-Mat inspections. A customer service-oriented person is a critical component of this job.

Essential Functions:

  • Serves as the major source of code compliance in the fire protection and life safety areas for all building permit reviews.
  • Responsible for inspecting all residential, commercial, and industrial structures within City limits.
  • Act as a liaison between the Fire Prevention Bureau and other city Departments, developers, contractors, citizens, etc.
  • Participates in weekly meetings as required by the Fire Chief or designee.
  • Recognizes and resolves hazardous conditions and enforces codes and regulations firmly, tactfully, and impartially.
  • Performs regular reviews of the fire and life safety codes and makes recommendations for amendment changes to the Fire Chief.
  • Investigate any complaints received that reference Fire Prevention.
  • Facilitate problem solving and develops strategies for cost efficiencies, performs other department related activities, and program oversight as assigned by the Fire Chief.
  • Responsible for management of the plan review process for fire protection systems, fire alarm systems, and water supply systems submitted for approval.
  • Maintains records of inspections, investigation, and plan review.
  • Manage the various programs for inspections of properties for hazard identification, risk reductions, and code enforcement.
  • Assist with the development and implementation of training programs, inspection techniques, injury prevention programs and fire prevention techniques.
  • Other duties as assigned. 

Minimum Qualifications:

The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential functions:

  • Possess a High School Diploma, and/or some college or associate degree preferred.
  • Possess a valid and current Driver's License.
  • Minimum of five (5) years' experience in fire prevention preferred.
  • Knowledge of International Fire Code, BOCA codes, ICC codes, NFPA codes and City of North Chicago codes and ordinances.
  • Must be physically able to exert up to 50 pounds of force occasionally and/or 15 pounds of force constantly to move objects.
  • Considerable knowledge of and ability to use computer systems and networks, Internet search engines, word processing software, email, and Windows operating systems.
  • Ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • To interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
  • Ability to read manuals, professional journals, Standard Operating Procedures – including General Orders, and a variety of arrest reports.
  • Ability to prepare work assignments, summaries, reports, and memos, using prescribed formats and conforming to all rules and punctuation, grammar, diction, and style.
  • General understanding of principles underlying the laws and regulations of the municipality.
  • Requires knowledge of geographical layout of municipality.
  • Excellent organizational skills.
  • Excellent oral, written, and interpersonal communication skills in dealing with individuals and groups at all levels.

Certifications (required):

  • Illinois OSFM Basic Fire Prevention Officer or Fire Inspector I
  • Illinois OSFM Advanced Fire Prevention Officer or Fire Inspector II
