    Per the union scale, the top candidate will receive $160,808.54 annually.

Position Details

The Village Orland Park is a premier community located 30 miles southwest of Chicago's Loop with a residential population of nearly 60,000, and is the commercial and retail hub of the Chicago south suburban region. Orland Park continues its wave of growth and prosperity from a historic, rural community to a dynamic corporate and commercial center.

The award winning Police department is one of the most visible Village departments and works to keep the Orland Park community safe and oversees the enforcement of laws and ordinances.

We currently seek a Patrol Division Commander to command and administer the Patrol Division within the Police Department.

Although largely administrative in nature, incumbents of this class command the Police Department during major events or emergencies.   This position personally participates in more complex police problems; completes related work as required.  Supervision is exercised over sworn officers and civilians.

Key Responsibilities:

  • This important role oversees and administers the patrol division public safety programs and activities;
  • Advises management and employees regarding interpretation and application of policies and procedures;
  • Plans, organizes, administers, reviews and evaluates the activities of patrol division staff, including contract staff in assigned areas of responsibility;
  • Directs the selection of staff and provides for their training and professional development;
  • Recommends and implements discipline as required;
  • Develops and implements goals, objectives, policies, procedures and work standards for the patrol division;
  • Assists in developing and controlling the annual budget;
  • Formulates and implements police policy, procedures rules, regulations and programs;
  • Ensures that laws and ordinances are enforced and that public peace and safety is maintained;
  • Prepares and reviews operational and administrative reports;
  • Oversees maintenance of all records and materials associated with law enforcement activities within the patrol division;
  • Contributes to the overall quality of the patrol division service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures;

  • Conducts studies, makes recommendations and prepares reports.
  • This position also cooperates with County, State, and Federal law enforcement officers as appropriate where activities of the Police Department are involved;
  • Coordinates with internal staff for the maintenance and upkeep of the police facility;
  • Directs staff for special events and selective traffic enforcement details;
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures;
  • Promotes and supports the overall mission of the Village by demonstrating courteous and cooperative behavior when interacting with public and staff;
  • Acts in a manner that promotes a harmonious and effective workplace environment;
  • Confers with other Division Commanders, Lieutenants and Sergeants on routine and special matters;
  • Assists in planning departmental programs and operating procedures;
  • Conducts scheduled and unscheduled inspections of units;
  • Determines the allocation and deployment of department resources based upon the priority of services system;
  • Develops and implements the work schedule of subordinates within the division units to include the part-time police officers;
  • Conducts internal investigations as assigned and addresses citizen complaints;
  • Supervises the preparation of necessary records and reports relating to activities, and reviews and files reports prepared and submitted by subordinates.
  • May assume command of the department in the absence of the Chief of Police and the Deputy Chief of Police and perform other duties as required or assigned. 

Qualifications, Knowledge, Skills:

  • A Bachelor's Degree in criminal justice, public administration or related field is required.
  • Ten (10) years of supervisory experience over a law enforcement function or equivalent combination of education, training and experience is also required. 

The ideal candidate will possess working knowledge of:

  • principles, practices and techniques of public safety operations and organization;
  • principles and practices of developing teams, motivating employees and managing in a team environment;
  • principles and practices of budget development and administration;
  • applicable laws, codes and regulations related to assigned functions, activities and programs;
  • principles and practices of law enforcement operations in an urban area;
  • administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision;
  • principles and practices of media relations and public education;
  • principles, practices, and techniques of police services training and development;
  • computer applications related to the work;
  • financial records management principles and practices;
  • techniques for working collaboratively with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, occasionally where relations may be confrontational or strained;
  • principles and techniques of making effective oral presentations. 

Additionally, this position requires the ability to successfully execute:

  • planning, organizing and administering comprehensive law enforcement services;
  • managing programs and staff;
  • responding efficiently and effectively to changing situations under emergency conditions;
  • training others in policies and procedures related to the work;
  • developing and implementing goals, objectives, policies, procedures and work standards;
  • developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner;
  • interpreting, applying and explaining complex federal, state and local laws;
  • overseeing and coordinating the conduct of comprehensive financial and claims audits and actuarial studies;
  • preparing clear and concise reports, correspondence and other written materials;
  • using initiative and independent judgment within general policy guidelines;
  • using tact, discretion and prudence in working with those contacted in the course of the work;
  • contributing effectively to the accomplishment of team or work unit goals, objectives and activities;
  • establishing and maintaining effective working relationships with a variety of individuals contacted in the course of performing work duties.
