Position Details

POSITION SUMMARY:

Responsible for the protection of life and property; performs law enforcement and crime prevention work; community education (DARE); controls traffic flow and enforces state and local traffic regulations; performs investigative work; participates in and provides support and assistance to special crime prevention and enforcement programs; and performs a variety of technical and administrative tasks in support of the department.

JOB RESPONSIBILITIES:

  • Crime Prevention
    • Patrols assigned area.
    • Observes for criminal activity, safety hazards, traffic violations, persons needing assistance and the like.
    • Becomes and remains familiar with patrol beats, geographic locations, known offenders, neighborhood routines, and potential problem areas.
    • Conducts security inspections and surveys of buildings and other locations; makes recommendations regarding security, etc.
    • Designs, presents and coordinates crime prevention program and activities.
    • Maintains liaison with community crime watch groups, school districts and other interested community groups.
  • Criminal Investigation and Apprehension
    • Handles complaints filed by citizens.
    • Observes, detects and investigates violations of laws and ordinances and documents and investigates reported violations.
    • Conducts interviews and interrogations of victims, witnesses, suspects, offenders and other persons.
    • Conducts preliminary and follow-up investigations.
    • Identifies, collects, processes, packages and logs physical evidence.
    • Collects information and either acts upon it, if within the scope of his/her authority, or routes it to the proper authority or agency.
    • Searches persons, vehicles, places and other items.
    • Identifies and arrests offenders, including subduing resistive arrestees.
    • Books, guards and escorts prisoners.
    • Prepares and serves criminal complaints, arrest warrants, search warrants and other court documents.
    • Completes accurate and thorough reports, prepares cases for trial.
    • Appears and testifies in court, at coroner's inquests, at deposition sessions and at similar proceedings.
  • Traffic
    • Engages in traffic and parking law enforcement, including Driving Under the Influence detection and apprehension.
    • Controls, regulates and directs traffic, vehicular and pedestrian.
    • Investigates traffic accidents, aiding the injured, including protecting the scene, controlling traffic, clearing the scene, determining the cause, and preparing reports and diagrams.
    • Assists disabled motorists.
  • Juveniles
    • Coordinates and conducts criminal investigation involving juvenile offenders; investigates cases involving physical and sexual child abuse, and runaways.
    • Coordinates enforcement programs with school officials, other governmental entities, and social service agencies.
    • Makes referrals and works with appropriate personnel and service agencies.
    • Counsels and advises victims, families and offenders involved in juvenile child abuse cases.
  • Miscellaneous Order Maintenance
    • Deals with domestic disputes and other interpersonal and business conflicts.
    • Observes for, recognizes and corrects or reports public hazards and inconveniences such as gas leaks, traffic signals out of service, traffic obstructions, and other safety hazards.
    • Responds to requests for ambulance/fire service and assists as needed.
    • Administers first aid, including CPR, to sick and injured persons.
    • Investigates incidents involving death resulting from criminal, accidental, suicidal and natural causes, including determination of the circumstances and handling/removal of the body and dealing with the relatives, friends, witnesses, etc.
    • Investigates reports of lost and found properties.
    • Investigates animal complaints, including apprehension and transport of stray or vicious animals.
    • Directs and/or supervises other (civilian and public employees) at the scenes of crimes, accidents, disasters, assemblies, etc.
    • Generally, assists persons in distress.
  • Organizational Support
    • May perform desk duties, including telecommunications (telephone, computer terminal, and radio), assisting persons at the counter, processing and filing reports.
    • May perform crime analysis duties, including identifying crime patterns, trends or hazards for strategic planning and to assist with the implementation of community oriented policing concepts and projects.
    • Conducts background investigations.
    • Attends training as assigned.
    • Develops and maintains required skills and licenses/permits/certifications associated with areas of special instruction, expertise, etc. (Includes Firearms Qualification; Breath Operator Certification; C.P.R.; Evidence Technician; Accident Investigator; Juvenile Law; Criminal Investigations).
    • Trains new officers, and other officers/employees in areas of special skills or expertise.
    • Prepares clear, accurate and complete reports, logs and documents on any and all activities engaged in.
    • May be called upon to provide classroom and community group presentation and instruction.
  • Assumes other responsibilities as apparent or assigned. 

QUALIFICATIONS:

  • Associate's Degree in law enforcement from an accredited junior college or above -OR- a Bachelor's Degree in any field from an accredited college or university.
  • Be between the ages of 21 and 35. Exceptions:
    • 1) Candidates who are over 35 years of age, and have any amount of full time law enforcement experience with a municipality in any state, are eligible,
    • 2) Candidates who have Illinois Sheriff Deputy and/or Illinois State Police patrol experience are eligible up to the age of 40, and
    • 3) Candidates who are 20 years of age and have successfully completed 2 years of law enforcement studies at an accredited college or university, are eligible.
  • Following their appointments, new police Officers are required to relocate to Madison County within (18) months of effective employment date (reasonable extension may be considered).
  • Possess a valid driver's license (Illinois driver's license upon state residency).
  • Must be of good character.
  • Prior to employment, must successfully complete a written test, meet statutory requirements regarding arrests/convictions, attend a mandatory orientation session, successfully pass extensive background investigation, successfully pass a physical, drug screen and psychological assessment.
  • Must meet other testing and certification requirements set by Illinois Statute, the Consortium, and State Training Board including agility test and basic training mandates.
  • Following appointment, new police officers are required to successfully complete an eighteen (18) month probationary period including but not limited to a Field Training Officers Program.
  • Ability to prepare and maintain accurate reports and records of assigned division activity.
  • Good use of English language – speaking, reading comprehension, spelling, grammar and punctuation
  • Ability to communicate at all levels internally and externally.
  • Ability to perform multiple tasks simultaneously.
  • Sound judgment and strong problem-solving skills; ability to react quickly in crisis.
