Position Details

NATURE OF WORK:

Under the direction of the Deputy Chief of Investigative Services and/or the coordination of the Property Officer, this position receives, processes, and maintains property and/or evidence necessary for official police business in prosecutions to return to the owner or for public auction; transports certain property and/or evidence to crime laboratories for analysis; helps maintain a computerized system of accountability for all property and/or evidence.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):

  • Receives, processes, maintains and/or disposes of property and/or evidence; accepts from police officials or retrieves from secured areas, records, and labels, retrieves copies of files reports, creates files, stores items in secured area(s) in accordance with policies and guidelines.
  • Maintains assigned property inventories.
  • Receives drugs, body fluids, firearms, fingerprints and various evidence/items from police officials; transports to various crime laboratories and/or institutions for analysis; receives results.
  • Receives requests for evidence, files and/or property needed for court proceedings, retrieves and delivers to the court system.
  • Receives and responds to telephone and personal inquiries from the public and police officials regarding lost or stolen property; conducts ownership follow-up via phone or mail to verify ownership, returns to the owner.
  • Delivers subpoenas and records to various agencies as requested.
  • Assists in the coordination of Web based auction(s) for unclaimed property, e.g. bicycles, jewelry, televisions, etc.; inventories, develops lists, assists in preparation of news releases.
  • Conducts research for property disposals; carries out property destruction in accordance with the nature of the property.
  • Maintains appropriate packaging and inventory supplies for department member use at various locations throughout the police building.
  • Performs other duties as required or assigned.

MINIMUM REQUIREMENTS OF WORK:

  • Must possess a high school diploma or higher.
  • Must possess at least three (3) years of responsible experience in a law enforcement field or a similar paramilitary organization.
  • Must have either previously successfully completed or must complete an Evidence & Property Room Management class (in person or online) through the International Association for Property and Evidence, Inc within six (6) months of hire as a condition of continued employment.
  • Possession of a valid Class "A" Illinois Driver's License—or must be able to obtain one within first six months of employment as a term of continued employment.
  • Possession of some college preferred.
  • Must possess knowledge, skills, and abilities in the below-listed areas:
    • Knowledge of computer systems and networks, Internet search engines, email, and Windows operating systems. Preferred knowledge of operating Microsoft Office Suite, Access database, Adobe Acrobat, Police Property and Evidence Tracking System (BEAST), and ONE Solution RMS.
    • Ability to prepare reports, and memos using prescribed formats and conforming to all rules and punctuation, grammar, diction, and style.
    • Ability to work independently and handle confidential information and material; property, including narcotics, valuables and money; and other evidence in a legal manner.
    • General understanding of principles underlying the laws and regulations of the municipality and state.
    • Excellent oral, written, and interpersonal communication skills in dealing with individuals and groups at all levels.
    • Ability to establish and maintain effective working relationships with Police Department Officials, peers, other agencies, and the general public.
    • Must be self-motivated, disciplined, organized, and reliable.
    • Innovative, creative, resourceful and independent thinking.
  • Special Licenses and/or Certifications:
    • Possession of a valid Class "A" Illinois Driver's License—or must be able to obtain one within first six months of employment as a term of continued employment.

PHYSICAL REQUIREMENTS OF WORK:

  • The ability to work in a primarily sedentary position, with the ability to occasionally use force to exert up to 50 pounds.
  • The ability to lift, carry or otherwise move objects, packages, materials, etc., using up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • The ability to maintain balance when climbing short ladders or stairs while carrying/moving packages.
  • The ability to use various hand tools (e.g. screwdrivers, wrenches, pliers, etc.).
  • The employee is subject to inside environmental conditions. There are no environmental hazards associated with this classification.

NECESSARY SPECIAL REQUIREMENTS:

Work tasks may be assigned through the Supervisor (DC of Investigative Services) or the Property Officer who helps outline work assignments, coordinates work in progress, and reviews completed tasks to ensure accuracy or requests any needed corrections. The Property Aide works closely with all relevant departments/bureaus to assist and inform in the incorporation of best practices, as appropriate. Guidance is provided via the City Code, Standard Operating Procedures, City policies and procedures, and applicable state and federal laws and regulations. Work is evaluated at least annually with respect to progress toward achieving goals, leadership, communication skills, customer service, ability to work productively and effectively with employees at all levels in the organization as well as the general public.
