Position Details

The Village is seeking a dedicated and detail-oriented candidate for Community Service Officer (CSO) to join the Westchester Police Department.

A CSO is a non-sworn civilian employee who performs a wide variety of fieldwork and administrative tasks in direct support of sworn police personnel, including but not limited to:

  • serving as a first point of contact in an office capacity
  • providing customer service to citizens
  • enforcing animal-related and parking ordinances
  • responding to non-criminal complaints
  • conducting building checks
  • providing patrol and community outreach
  • assisting other departments as needed 

Work assignments and instructions are delegated to the CSO by the Deputy Chief of Police or designee, and work methods and results are continually reviewed through reports and discussion. Work requires physical strength and endurance and at times may involve an element of danger. The CSO must be able to exercise sound, independent judgment and composure while performing their duties.

Duties require working knowledge of police department functions and external resources. CSOs do not make arrests or carry firearms.

ESSENTIAL DUTIES & RESPONSIBILITIES: 

  • Assist motorists with gaining entry into vehicles using a lock-out tool.
  • Investigate disabled and abandoned vehicles on public roadways and private property.
  • Respond to ambulance and fire incidents with supervisor permission.
  • Respond to and document property damage traffic crashes on private property that do not require an SR-1050 report.
  • Enforce applicable Village ordinances including, but not limited to, those related to parking and animals.
  • Provide traffic control for special events, traffic crashes, and other emergency events.
  • Conduct matron duty for female arrestees, if applicable.
  • Perform fingerprinting of subjects for Village business, other agencies, and arrestees with Patrol Officer present.
  • Perform the duties of Child Passenger Safety Technician, as certified.
  • Respond to animal-related calls for service, as assigned. This may include confiscating, chasing, capturing, rendering aid to and/or securing a wild or domesticated animal. It may also include transport and release to the owner or admittance to an animal hospital.
  • Assist with vehicle repossessions, relocations, and vehicle tow releases.
  • Install and remove vehicle immobilization devices (Barnacle) and complete the necessary documentation.
  • Handle school crossings in the absence of the regular crossing guard.
  • Respond to lost property calls and document accordingly.
  • Respond to Patrol Officer's request to assist with transporting persons including children, including in cases that require the installation of a child safety seat.
  • Assists officers with a variety of functions including but not limited to bond-out paperwork, administrative tow procedures, conducting searches through LEADS and other databases.
  • Provide relief of duties associated with Police Records and other departments as needed. 

QUALIFICATIONS: 

  • High school Diploma or GED. Valid Class D driver's license.
  • A minimum of one year of customer service experience.
  • Possession of a valid driver's license.
  • CPR certification preferred, or ability to obtain within 6 months from date of hire.
  • Proficiency with current computer software systems, including email, calendar programs, emergency vehicle operator training, job specific software, and customer service systems preferred, or ability to obtain within the first six months of employment.
  • Prior experience in a police department highly preferred.

KNOWLEDGE AND ABILITY: 

  • Observes situations quickly, analytically, and objectively, determining a prompt course of action.
  • Ability to think through a situation, analyze and handle or refer people accordingly.
  • Ability to understand, interpret, and apply relevant Federal and State statutes, local ordinances, court decisions, Police Department, and Village rules and policies.
  • Understands and responds appropriately to written and oral instructions and requests.
  • Works independently or as a team member, effectively within the guidelines of standard operating procedures, department rules and regulations and within the scope of authority for that position.
  • Fosters appropriate intra-agency and interagency communications.
  • Hears and understands radio, telephone, and verbal communications.
  • Manages situations firmly, courteously, tactfully, impartially, and confidentiality in performance of duties.
  • Assimilates, retains, and effectively use geographic knowledge concerning the Village and surrounding vicinity. 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Exposure to varying weather conditions including extreme conditions. Exposure to extreme lighting conditions, natural and man-made light. Exposure to fire, smoke, and chemical leaks/spills during emergency situations. Exposure to dangerous persons or animals. Exposure to persons, animals, wildlife, and/or articles having contagious/communicable diseases. Exposure to hazards associated with traffic control and working in or around traffic. Hazards associated with natural and man-made disasters, the use and operation of electrical or microwave powered equipment. Physically responds to persons requiring emergency assistance. Lifts and carries equipment up to 50 pounds and injured/deceased animals. Climbs flights of stairs, ladders and over obstacles. Vision to discern color differences, observe, read, and operate equipment safely.

HOURS:

This is a full-time, non-exempt, union position that is represented by Metropolitan Alliance of Police, Civilian Chapter 765.

Available shift work hours are 2:30 PM to 10:30 PM, Monday - Friday.
