General Summary:

The director of the real time crime center would involve leading operations, managing staff and technology, developing strategies and ensuring the dissemination of actionable intelligence from various sources to support law enforcement and enhance safety.  The director must have strong leadership, advanced analytical and communication skills, and a deep understanding of law enforcement databases and crime analysis software to monitor, deter and evaluate criminal activity in real time.

Core duties and responsibilities:

Strategic leadership and planning:

  • Vision and policy development: Establish the mission, goals, and strategic vision for the RTCC. Develop and implement policies and procedures that align with law enforcement best practices and legal standards.
  • Budget management: Formulate, manage, and oversee the center's annual budget, including expenditures for personnel, technology, and maintenance.
  • Performance evaluation: Create metrics to measure the RTCC's effectiveness, track accomplishments, and provide regular performance feedback to staff and executive leadership.
  • Grant management: Research, write, and administer grant applications to secure funding for new technology, systems, and programs. 

Operational oversight:

  • Manage operations: Direct all daily operations of the RTCC, ensuring the efficient collection, analysis, and dissemination of real-time intelligence to field officers and other agencies.
  • Ensure 24/7 readiness: Maintain operational readiness of all systems and staff, including during large-scale emergencies, high-volume incidents, or system failures.
  • Manage information flow: Oversee the center's data flow, which includes information from 911 calls, video surveillance, license plate readers (LPRs), gunshot detection systems, and other intelligence sources.
  • Supervise staff: Lead, train, and evaluate the performance of RTCC staff, who may include sworn officers, civilian analysts, and dispatchers. 

Technology and infrastructure:

  • System modernization: Lead the strategic planning for new technology, including computer-aided dispatch (CAD) software, communications infrastructure, and data systems.
  • Infrastructure management: Direct the acquisition, deployment, and maintenance of all communications and technology infrastructure, ensuring operational reliability and security.
  • Compliance: Ensure the RTCC's technology and data usage comply with all federal, state, and local laws and regulations.
  • Hardware and software: Make recommendations on the purchase of equipment and software to meet evolving needs. 

Interagency collaboration and liaison:

  • External relations: Serve as the primary liaison for industry partners, public service agencies, and other law enforcement agencies.
  • Collaborate on investigations: Facilitate information sharing and collaboration with neighboring jurisdictions and other entities, such as the Fusion Center.
  • Public and media relations: Represent the communications center to the public and media regarding its operations, especially during major incidents.
  • Develop agreements: Coordinate inter-local agreements for emergency services, communications, and resource-sharing. 

Legal and ethical considerations:

  • Oversight: Navigate the balance between public safety and privacy, developing transparent policies for data collection, storage, and usage.
  • Legal counsel: Consult with legal experts to ensure RTCC policies and practices adhere to local, state, and federal laws.
  • Accountability: Implement mechanisms for public oversight and maintain clear documentation of RTCC activities and decision-making processes to build and maintain public trust. 

Education Experience and Training:

  • Bachelor’s degree or master’s degree in a related field with 2-4 years of progressively responsible related experience. A combination of education and experience may be considered.
  • An IT or engineering background, in addition to law enforcement experience
  • Experience with technology deployment, license plate recognition and surveillance integration is essential.
