    (Range D), with an anticipated starting salary of $28.85/hour. depending on qualifications

    Work Schedule:

    This position requires 40-hour work weeks, typically Monday through Friday, 8:00 a.m. to 4:00 p.m. 

    An adjusted schedule and/or additional hours may be required, as needed, for training, holidays, vacations, and/or emergency situations.

DESCRIPTION:

The Village of Glen Ellyn’s Police Department is seeking qualified candidates for the position of full time FOIA & Property Clerk.

This position is responsible for processing Freedom of Information Act (FOIA) requests; providing clerical and technical support for Police Department records; and performing duties related to the intake, storage, tracking, and disposition of physical and digital evidence.

The FOIA & Property Clerk supports the Records Division and Property Officer to ensure compliance with statutory requirements, maintain accurate records, uphold strict chain-of-custody standards, and deliver responsive, courteous, and efficient service to internal staff, outside agencies, and the public.

ESSENTIAL FUNCTIONS:

  • Receive, log, review, and process FOIA requests; compile responsive records; apply statutory exemptions; prepare redactions; and issue timely responses in accordance with FOIA requirements. 
  • Review and redact documents, photographs, audio/video files, and other sensitive materials in accordance with legal and confidentiality standards. 
  • Scan, index, and file documents and case materials within the Department’s records management system. 
  • Receive, classify, store, track, and dispose of physical and digital evidence while maintaining strict chain-of-custody protocols. 
  • Determine appropriate evidence disposition based on case status, statutory requirements, and Department procedures, coordinate evidence destruction and transfers with courts, laboratories, and law enforcement partners. 
  • Respond to inquiries from attorneys, government agencies, the public, and internal staff regarding FOIA requests and property release procedures. 
  • Provide general clerical and administrative support to Police Department personnel as needed. 

QUALIFICATION REQUIREMENTS:

  • High school diploma or equivalent (GED). 
  • Minimum one (1) year of experience in law enforcement, public safety, or municipal government. 
  • Valid Illinois driver’s license. 
  • Ability to obtain and maintain FOIA certification, 40-hour property/evidence management training, and LEADS certification (within 3 months of hire). 
  • Ability to interpret and apply Village, State, and Federal laws, policies, and procedures. 
  • Strong verbal and written communication skills with the ability to maintain professionalism and confidentiality. 
  • Excellent organizational skills: ability to multi-task and manage deadlines in a fast-paced environment. 
  • Ability to function independently, exercise sound judgment, and handle sensitive information with discretion. 
  • General proficiency in office equipment and computer software, including Microsoft Office; familiarity with Axon, TechShare, and JustFOIA preferred. 
  • Strong accuracy, attention to detail, typing skills, and basic mathematical competence.
