Job Description:

Deputy Chief of Police:

This is a highly responsible professional position which includes administrative and managerial work planning, organizing, and directing the activities of the Police Department. The Deputy Chief of Police is directly responsible to the Chief of Police and commands the Support Services, Detective Unit and Departmental Training.  He or she serves as Acting Chief of Police when directed by the Chief of Police in his or her absence.  The Deputy Chief of Police assists the Chief of Police in the management of the Police Department.

The Deputy Chief of Police is appointed by the Village President/Chief of Police and serves at the pleasure of the Chief of Police, based on the current needs of the organization and the skills, knowledge and abilities of the person holding the rank of Deputy Chief of Police.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Able to perform the specific responsibilities and meet the requirements of a Police Officer.
  • Maintain the continuity of command in the absence of the Chief of Police.
  • Supervise, organize, direct and control personnel assigned to the Support Services and Detective Units.
  • Assure compliance with Department Values, Standards of Conduct, Policies, Procedures, General Orders and other written directives.
  • Assign subordinates to specific areas/tasks to ensure appropriate allocation of resources and to achieve Department goals and objectives.
  • Plan and implement appropriate programs and activities for the Support Services and Detective Units.
  • Provide and promote coordination and cooperation with Command Staff, other Department personnel/units, other Village Departments and outside organizations and agencies.
  • Assist and advise the Chief of Police in formulating and coordinating Departmental planning, policies, and procedures.
  • Responsible for staff inspections and preparing necessary staff reports, citing problems and corrective recommendations.
  • Participate in the investigation and resolution of Village resident and employee concerns and complaints.
  • Respond to written grievances as appropriate prior to forwarding to the Chief of Police.
  • Participate in developing Department goals and objectives, and in designing and implementing appropriate plans to meet agreed upon goals in cooperation with the Chief of Police.
  • Assist with the annual preparation of the Department budget.
  • Promote and monitor good safety practices and be responsible for the identification and elimination of safety hazards.
  • Assist subordinates in developing and meeting appropriate goals and objectives.
  • Attend community meetings and speak on behalf of the Police Department, as required.
  • Serve on Departmental, Village and community committees and work groups as assigned, and ensure that those committees coming under his/her purview are operating in a timely manner according to established policy and procedures.
  • Plan and implement appropriate training, programs, and activities within the Department to support the implementation of community policing.
  • Plan and conduct meetings to ensure an efficient and unimpeded flow of information both up the chain of command and down the line of authority.
  • Assist in establishing and ensuring adherence to management principles and department values in accomplishing the Department mission.
  • Develop and maintain employee morale and discipline through personal leadership and effective information and formal evaluation of employee performance.
  • Prepare staff reports/studies and complete other specific tasks/assignments as directed by the Chief of Police.
  • Maintain State compliance with the station lockup/detention area and keep staff apprised of any new requirements for the lockup.
  • Ensure all Officers are receiving the mandatory State trainings and coordinate with MPD training Officers to schedule annual trainings.
  • Assign Officers to trainings to improve their skillsets, obtain new specialty trainings and assist in career pathing Officers, with the direction of the Chief of Police. 

QUALIFICATION REQUIREMENTS:

SUPERVISORY RESPONSIBILITIES:

  • Manage subordinates who supervise various components of the Department.
    • Responsible for the overall direction, coordination, and evaluation of personnel under his/her command.
  • Supervise, coordinate, and manage subordinates and resources to ensure efficient and effective operations, carrying out supervisory responsibilities in accordance with the Department's Values, policies and procedures and applicable laws.
  • Responsibilities include:
    • Carrying out all legitimate tasks assigned by the Chief of Police
    • Promptly obeying and transmitting all orders of the Chief of Police
    • Ensuring uniform interpretation and compliance
    • Developing and maintaining discipline, loyalty and morale
    • Investigating complaints brought against members of the Department as directed by the Chief of Police 

EDUCATION and/or EXPERIENCE:

  • High School required, a Bachelor’s degree in police, public or business administration, criminal justice, or a related field is preferred.
  • A minimum of ten years of police experience, including five years in a supervisory capacity.
  • Strong management, administrative, leadership and communication skills. 

LANGUAGE SKILLS:

  • Ability to read, analyze, and interpret complex documents.
  • Ability to respond effectively to the most sensitive inquiries or complaints
  • Ability to write speeches and articles using original or innovative techniques or style.
  • Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. 

MATHEMATICAL SKILLS:

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. 

REASONING ABILITY:

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of instructions with several abstract and concrete variables.
  • Ability to deal courteously, but firmly with the general public.
