Job Definition:

This position oversees and directs the services provided by the emergency communication center (ECC) that provides service to The Town of Cicero and The Village of Stickney, police and fire departments. The position is responsible for managing emergency communication personnel, operations of the emergency communication center and directs services provided to outside customers, represents or assigns a designee to represent the ECC's interests with local, state, & national 9-1-1, Emergency Management, EMS and technical organizations and association meetings. Work involves direction for budgeting and contract negotiations and working with the Executive Director. Additional work involves employee performance, system(s) performance, and policy and procedural directives.

Distinguishing Characteristics:

This critical position works under the policy direction of the Executive Director and Agency Chiefs. The Director performs a range of administrative functions in budget preparation and justification, public presentations to special interest groups, determining short- and long-range planning for the ECC client agencies pertaining to communications, and providing input in determining short and long-range planning for its client Public Safety agencies in regards to Communications Technologies such as Radio, CAD, Call Handling Equipment and other related systems. The incumbent maintains strong working relationships with law enforcement, fire and emergency management client agencies and ensures compliance with local, State, and Federal laws and coordination with other agencies that influence operations (e.g., ISP, LEADS, IAED, etc.).

Essential Job Functions:

Must be able to perform all essential job functions with or without reasonable accommodation:

  • Determine, establish, and ensure overall Agency organization, mission, core services, and allocation of financial, human and capital resources, including short- and long-term Agency goals, priorities and objectives.
  • Assure operational, technical and contractual system performance; minor financial management and budgeting; contractual compliance; performance management and employee relations; and training, quality assurance, certification, and accreditation.
  • Develop budgetary information and proposals for Agency operations; monitor ECC revenues and expenditures; and take corrective action to prevent deficit status in conjunction with the Executive Director.
  • Oversee effective delivery of all services through the oversight of supervisors and Telecommunicators.
  • Guide ECC's interpretation and application of policies and procedures.
  • Strong project management skills related to the implementation of projects within and outside of the ECC related to the addition and integration of services utilizing multiple vendors.
  • Recommend, develop, implement, and monitor service and policy changes and improvements.
  • Continuously evaluate and make appropriate changes to systems, programs, and equipment to meet budgetary expectations, industry standard technical practices, industry standard operational procedures, and governing laws and regulations.
  • Recommend appropriate changes for the Joint 9-1-1 Authority and Client Agency Chiefs to consider.
  • Direct, prepare and present staff reports, resolutions, requests for proposals, and contract applications.
  • With the assistance of the HR Director, ensure human resource management functions occur including establishment and communication of division and program goals and performance expectations and performance monitoring and evaluation. Oversee staff recruitment, selection and training; compensation and salary administration; motivation and employee relations; career development, corrective actions, and employee relations; and other associated activities.
  • Develop and maintain excellent working relationships with client agencies, agency personnel, community administration, and other community stakeholders, and the public. Lead and direct the ECC team, with input of the Client agency Chiefs and the Executive Director.
  • Represent the Agency in relations with citizens, interest groups, and the public to inform and publicize the ECC's activities.
  • Foster a service-oriented and cooperative attitude among staff to ensure coordination of efforts, efficient and intelligent use of resources.
  • Oversee Agency investigations of complaints, questions, and inquiries.
  • Prepare reports and serve as a PSAP representative to the CERCCC Joint 9-1-1 Authority, filing reports as required.
  • Implement a Quality Assurance Program for the ECC
  • Perform other related tasks and duties as required. 

Minimum Job Qualifications:

  • Experience and Education:
    • Bachelor's degree from an accredited four-year college or university in public safety, public administration, business management or a relevant field of study is desires. However, proven and documented industry experience may be considered in lieu of the Bachelor's degree.
    • At least five years of progressively responsible and high-level management experience coordinating the operations of a multi-use ECC, or other related experience is required. A RPL or ENP certification is required and CMCP, or CPE certification is desirable. A high level of experience may substitute for educational requirements.
    • At least five years of progressively responsible personnel management and supervisory experience, including management of a broad range of positions including first and second level managers and supervisors.
    • Possess fundamental understanding of Industry Technology Demonstrated knowledge, skills, and abilities in effective decision-making, interpersonal communications and conflict resolution, and the ability to successfully supervise, motivate, correct, train, and evaluate staff.
    • Candidate must successfully pass pre-employment background investigation.
  • Knowledge of:
    • Principles and practices of public sector organization, emergency services, public safety communications, emergency management, program operations, budgeting, and management.
    • Principles and practices of personnel management, including supervision, training, and performance evaluation. Modern administrative methods and procedures, business correspondence and report preparation.
    • Application and interpretation of ECC and Client Agency policies and procedures as well as local, state, and federal laws and regulations relevant to the program area. Effective research and record keeping methods and techniques.
  • Ability to:
    • Lead, motivate and mentor staff, create a team player approach, and effectively facilitate multi-stakeholder and/or multi-jurisdiction meetings to reach consensus.
    • Apply critical thinking, problem solving, and collaborative approaches to improving program services.
    • Effectively plan, assign, direct, and evaluate the work of assigned management and subordinate staff, including delegating responsibility and authority and ensuring ECC and Client Agency directives are accomplished through their work. Carry out ECC and Client Agency policy directives in an effective and timely manner.
    • Analyze situations thoroughly, identify potential problems, and find effective solutions.
    • Interpret, apply, and explain administrative and departmental policies and procedures.
    • Establish and maintain positive and professional working relationships with employees, managers, other ECC/NORCOMM/Superior/Metro and Client Agency staff, elected officials, other local, state, and federal governmental jurisdictions, vendors and the public.
    • Effectively communicate and express ideas both orally and in writing.
    • Apply appropriate independent initiative, discretion, judgment, and organizational skills to a variety of projects, assignments, and situations.
    • Understand and execute complex oral and written instructions.
    • Apply available guidelines, policies, or procedures in extremely diverse and politically sensitive situations.
    • Prepare and present written correspondence, reports, and materials in clear, correct, and comprehensible terms from general notes and concepts. 

Necessary Special Requirements:

  • Must be able to adjust work hours as necessary and be available for call-out in event of emergencies.
  • Must maintain 24-hour availability via an agency via supplied wireless device capable of voice and data communication.
  • Must possess a valid driver license and have access to a motor vehicle on an as needed daily basis.
  • Light travel may be necessary to represent the ECC and attend conferences/trade show events as deemed necessary.
  • Must attend Town of Cicero Board of Trustee Meetings.

Licenses and Other Requirements:

  • If utilizing a personal vehicle in the performance of duties, must possess a valid Illinois Driver's License and the appropriate amount of automobile insurance.
  • Incumbent may be required to respond to the needs of the Communication Center regardless of external weather or other emergency factors and outside of regular work hours.
  • Obtain and maintain licensure from the Illinois Department of Professional and Financial Regulation Permanent Employee registration Card (PERC).
  • Obtain and maintain a certification from the International Academy of Emergency Dispatch for EMD. (IAED)
  • Obtain and maintain a certification from Illinois State Police to operate the Law Enforcement Agency Data System (LEADS) and maintain the certification as required.
  • Obtain and maintain a certification from APCO in Public Safety Telecommunicator I (PST1) and Advanced Fire Communications (FSC) 

Physical Demands:

  • Light lifting, carrying and pushing objects weighing up to 25 pounds
  • Ability to reach, bend and stretch as required from a sitting and standing position to perform tasks such as manipulation of a mouse, keyboard, monitor, or other related equipment.
  • Dexterity of hands and fingers to operate standard office equipment, including a computer key board
  • Sitting for extended periods of time
  • Ability to read and discern visual images in a variety of media, to include small liquid crystal displays offering very little brightness/darkness contrast, standard monochrome CRT/LED display screens, printed matter that has been reduced to less than normal size type, multi-colored indicated lights which have differing flash rates and color which indicates the status of electronic functions
  • Ability to respond to multiple visual and sound stimuli with a high degree of accuracy in a timely manner
  • Adequate hearing and visual acuity to successfully perform the essential job requirements
  • Ability to speak and comprehend English coherently to exchange information in person and on the telephone
  • Must be free from physical impairments that with or without accommodation would interrupt continuous performance of a shift lasting from 8 to 16 hours. Longer hours may be necessary as circumstances dictate.
