Position Details

The Regulations Consultant is an independent factfinder who will investigate complaints/allegations and ensure that all District operations are carried out with honesty, integrity, efficiency, and legal compliance. The Regulations Consultant will also assist district employees in providing guidance in regulation compliance. The Regulations Consultant must inform and advise District employees of all relevant rules and guidelines, stay up-to-date with current regulations, develop programs and practices to maintain compliance with all regulations, monitor District practices, and maintain all records required to certify compliance.

Qualifications & Requirements:

• Knowledge of applicable school laws, rules, guidelines, and regulations
• Demonstrates a history of high integrity and strong leadership
• Minimum of 10 years' experience in a comparable position.
• Bachelor's Degree in Education, Business, or Human Resources or related field is desired
• CSBO endorsement preferred
• Military or law enforcement experience is desired
• Certified Fraud Examiner designation is desired 

Duties & Responsibilities:

• Conduct and coordinate investigations of District employees, contractors, and vendors regarding theft or material misappropriation of District property or resources. All complaints/allegations concerning matters not set forth herein shall be directed by the Superintendent to the Director of Human Resources or other departments, as applicable.
• Receive, review and investigate any complaints regarding District funded projects, programs, contracts or transactions, or other District matters involving District employees, contractors, or vendors that allege theft or material misappropriation of District property or resources. All complaints/allegations concerning matters not set forth herein shall be directed by the Superintendent to the Director of Human Resources or other departments, as applicable.
• Submit final reports on investigations to the Board of Education and Superintendent and provide status reports to the Board of Education and Superintendent before and during any investigation.
• All complaints/allegations should be initially directed to the Superintendent's office for processing but complaints/allegations may be directed directly to the Regulations Consultant as well.
• Any District employee managing a bidding process involving expenditures of $250,000 or greater shall file a compliance certification with the Regulations Consultant prior to bid opening; if the Regulations Consultant does not receive a compliance certification prior to bid opening, the Regulations Consultant is authorized to review the bidding process to determine if it is compliant.
• At the direction of the Superintendent and in concert with the District's attorney, learn, interpret, apply, educate District employees, and ensure District compliance with federal laws, state laws, and regulations, including administrative and departmental policies and procedures.
• Regulations Consultant will be responsible for recommending improvements or changes to programs or operation policies and procedures.
• Maintain all confidential information.
• Uses independent judgment, initiative, and good human relations and problem solving skills in the application and follow through on actions and initiatives.
• The Board of Education members are governed by the Illinois School Code and various other laws governing ethics and conflicts of interest and therefore they will not be subject to the scope of the Regulations Consultant.
• Performs all other responsibilities as assigned by the Board of Education or Superintendent.
